They have a right to stay safe whilst working and must have PPE.

Oh I agree! They need protection. I wouldn’t want to work in that profession right now.
They’re making a very valid point as they work in people’s mouths. Aside from PPE the question of greater infection control procedures to address aerosol in the air
is under discussion.
